Chester Police Log for Jan. 3 to Feb. 3, 2016

Editor’s Note: The Chester Telegraph Police Log is a sampling of incidents directly from Chester Police reports. In general, we do not identify individual victims of crimes nor those who have been arrested.

Sunday, Jan 3, 12:48 a.m.

A Chester officer was dispatched to a local bed and breakfast for a report of a person pounding on the door and shouting. When the officer arrived, a woman reported that she had gone out to her car not realizing that the door would lock behind her and that she did not have a key. She tried to awaken her daughter in their room but could not. She banged on the door until the innkeeper woke up and let her in. The innkeeper came to the door and told police that everything was OK.

Friday, Jan. 8, 7:09 p.m.

Two Chester officers conducted a foot patrol on Common Street and on Main Street around the Green, interacting with the public.

Friday, Jan. 8, 7:57 p.m.

Residents on Route 11 East told policethat the house next door was supposed to be vacant, but  people with flashlights were over there. The officers found four juveniles but no damage or vandalism. One juvenile said that he used to live there and had come back to get a photograph of his grandfather that was inside. Officers told the juvenile that even though he used to live there, the house had been repossessed by the bank and so the bank owned it. Officers allowed the juveniles to go home.

Saturday, Jan. 9, 3:29 p.m.

Chester Police were dispatched to an address on Depot Street to assist the Chester Ambulance with loading a woman who had fallen earlier in the day and now could not stand due to knee pain. The woman was taken to Springfield Hospital for evaluation.

Saturday, Jan. 9, 3:39 p.m.

A Chester officer went to a house on Route 103 South for a landlord/tenant dispute. The tenant had returned to pick up belongings and the locks were changed. A person representing the landlord said he was not available.The officer talked with the tenant, who agreed to come back the next day.

Sunday, Jan. 10, noon

A Trebo Road resident reported that he noticed that on Thursday his basement doors were ajar and on Saturday that three long guns – one .54 caliber muzzleloader, one .30 caliber pump action and one .22 caliber bolt action – were missing. The man said he had a record of their serial numbers but could not find it.

Sunday, Jan. 10, 5:41 p.m.

Police went to a house on Andover Road for a burglar alarm. The place has a history of false alarms and, although there were no signs of forced entry, a door to the basement was not secured. The officer reported that there were no footprints in the fresh snow and concluded that it was another false alarm.

Sunday, Jan. 10, 9:39 p.m.

Police responded to the Jiffy Mart where a clerk had refused to sell alcohol to a man who appeared to be impaired. The man had thrown money down on the counter and taken the beer anyway. Using a description of the truck and a the direction the man had driven off in, a Chester officer located the mans home, but no one would come to the door. The officer tried to call the man, but the phone was busy. The state’s attorneys office told the officer that the incident did not qualify as retail theft since the man left sufficient money. A review of surveillance video showed that the man was not disorderly.

Monday, Jan. 11, 3:27 p.m.

Police made a motor vehicle stop at Routes 10 and 103 based on a red inspection sticker that was expired. The officer found that in addition to that violation, the car had no liability insurance. The driver was given a ticket and Benny’s towing removed the vehicle from the road.

Monday, Jan. 11, 6:58 p.m.

A Chester officer conducted a foot patrol along Depot and Main streets.

Saturday, Jan. 16, 9:18 a.m.

Chester Police, Fire and Ambulance along with Vermont State Police, Golden Cross Ambulance and the Vermont AOT responded to a two-car collision on Route 11 west. The weather was snowy and road conditions were difficult when a rental car traveling east slid into a car traveling west. The driver of the second car was unable to avoid the first. The operator of the first car refused treatment but the passenger was removed from the crash with the jaws of life by Chester firefighters and taken to Springfield Hospital, then to Dartmouth Hitchcock. Both the driver and passenger in the second car were take to Springfield Hospital. Police concluded that the driver of the first car was probably driving too fast with tires that were not appropriate to the conditions.

Sunday, Jan. 17, 5:34 p.m.

A tow truck driver called to ask for a police officer to be present when he recovered a truck that had gone off the road on Blackberry Hill. According to the tow truck operator, the operator was not present. As the officer arrived, so did the truck’s owner, who said he went home for his four-wheel drive since the two-wheel drive truck couldn’t make it.

Friday, Jan. 22, 3:06 p.m.

A Chester officer was sent to Popple Dungeon Road just past Nudist Camp Road for a motor vehicle crash. When he arrived, he found a black 2001 Jeep upside down in the river. The road was packed with snow and ice and the officer noted that the vehicle’s tires were worn so much as to be barely legal. It appeared that the driver had hit some washboard and lost control. The Jeep became airborne, plunged into the river and rolled over. Aside from a few scrapes, the operator was uninjured. His only passengers were two dogs who were also uninjured.

Thursday, Jan 28, 4:10 p.m.

Police received a report of a man living in an unheated camper off Route 10. An officer checked on the man who said he could stay in the nearby house, but preferred to stay in the camper. Residents of the house said he was welcome and they have urged him to come inside but he returns to the camper. The man said he has a propane heater but he doesn’t use it because it makes him sick. The officer made report to adult protective services.

Friday, Jan. 29, 8:08 p.m.

A  juvenile at Green Mountain High School told a Chester police officer who was meeting with him and three others that any marijuana that the officer might find belonged to him, not to the others. He then took the officer to his car and turned over a mason jar and zip- lock bags of marijuana. Other juveniles turned over pot and paraphernalia. When all of the stories converged, officers gave the juveniles diversionary paperwork and rides home to their parents.

Sunday, Jan 31, 2:06 p.m.

Police received a report of motorists out of their car and fighting along Route 103 south. According to the complainant, one man was holding the other down in the snow. When the officer arrived, he found a Rhode Island man who said that he stopped because his 15-year-son was “out of control” over an altercation that the father had been part of while skiing at Okemo Mountain earlier that day. Three Vermont State Troopers arrived to help sort out the stories. The son, who had a number of injuries, described a more violent altercation than the father had. The son was taken to Springfield Hospital by the Chester Ambulance service. The father was charged with domestic assault and taken to Southern State Correctional Facility in Springfield where he was held on $2,500 bail with a court date scheduled for the following day.

Wednesday, Feb. 3, 7:29 a.m.

A Chester officer responded to a vehicle roll-over on Route 11 just past the Andover Road. The officer found a Ford Explorer down a 15-foot embankment and a driver holding his arm and shaking. The driver said he was traveling west at about 50 mph and, when he came around the corner, the rear of his vehicle slid, pulling the car across the road and over the embankment. The vehicle damage was estimated at $3,000 and it was removed by tow truck.
