Putney woman killed in Westminster UTV accident

The Vermont State Police are reporting that Angelique “Angel” Frost, 23, of Putney was killed yesterday in a one vehicle crash on Milkway Road in the town of Westminster. According to reports, Andrew Ielpi, 24, of Westminster was driving a John Deere 825i Utility Terrain Vehicle at high speed on the road when the vehicle hit a mound of earth covering a culvert. Ielpi lost control of the vehicle, leaving the road. Frost was ejected from the UTV, struck a tree and lost consciousness.
Frost was taken to the Bellows Falls Police Department where she was pronounced dead. Ielpi was processed for driving under the influence and taken to Springfield Hospital suffering from minor injuries including a broken hand.
Troopers say that the weather at the time was clear and the gravel road was free of debris and hazards. While no charges have been filed at this time, the incident remains under investigation. State police say that once the investigation is completed, the case will be forwarded to Windham County States Attorney’s Office for review.
